On 17 July 2023, European Council on Foreign Relations published NESA Center alum Zine Labidine Ghebouli's policy brief "Power couple: How Europe and Algeria can move beyond energy cooperation."

Ghebouli explains how Europe and Algeria have an opportunity to build a broader cooperation on energy, economics, and foreign policy that would boost North Africa’s prosperity, strengthen Europe’s energy security, and diminish Russia’s influence.

Zine Labidine Ghebouli is a visiting fellow with the Middle East and North Africa programme at the European Council on Foreign Relations. He is a consultant and scholar on Euro-Mediterranean cooperation and Algerian politics, including as a non-resident fellow at the Arab Reform Initiative.
