Western Hemisphere Institute for Security Cooperation Visits the Perry Center

Western Hemisphere Institute for Security Cooperation (WHINSEC)

On August 16, the Perry Center hosted students from the Western Hemisphere Institute for Security Cooperation (WHINSEC) as a part of that institution’s annual visit to Washington, D.C. The institutional visit included partner nation students in WHINSEC’s Maneuver Captains Career Course (M-CCC) and Command and General Staff Officer Courses (CGSOC). The 57 military students included officers from Belize, Canada, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru, and Uruguay. During their stay, WHINSEC students will meet with officials from the Inter-American Defense College and the Office of the Secretary of Defense, as well as tour various Washington, D.C. landmarks.

Professor Guillermo Pacheco described the history, mission, and organization of the Perry Center, while addressing themes of defense governance and emphasizing the courses and academic programs that support the Center’s mission to strengthen defense governance in the Americas. Professor Pat Paterson followed with a presentation on human rights and humanitarian law. He explained the differences between human rights and international humanitarian law and engaged in a discussion with guests about the spectrum of conflict from peace to total war. Subsequently, Dr. Boris Saavedra led a discussion on the challenges of cybersecurity. Dr. Saavedra emphasized the importance of considering cybersecurity in national security planning and cooperating across government and the private sector to protect critical infrastructure. Participants asked questions and gave their feedback after each professor’s presentation.


Instituto del Hemisferio Occidental para la Cooperación en Seguridad Visita el Centro Perry

El 16 de agosto, el Centro Perry recibió estudiantes del Instituto del Hemisferio Occidental para la Cooperación en Seguridad (WHINSEC) como parte de la visita anual de esta institución a Washington, D.C. La visita institucional estuvo compuesta de estudiantes de naciones aliadas que están en el curso de carrera de capitanes (M-CCC) y en el curso de Oficiales de Estado Mayor (CGSOC). De los 57 estudiantes militares incluyen, oficiales de Belice, Canadá, Colombia, Costa Rica, República Dominicana, El Salvador, Guatemala, Honduras, México, Panamá, Paraguay, Perú y Uruguay. Durante su estadía, los estudiantes de WHINSEC se reunirán con funcionarios de la Escuela Inter-Americana de Defensa, la Oficina del Secretario de Defensa y visitaran importantes sitios históricos en Washington, D.C.

Por otro lado, el Profesor Guillermo Pacheco hablo sobre la historia, misión y organización del Centro Perry. Al mismo tiempo, se hizo referencia a temas de gobernanza y seguridad, enfatizando en que los cursos y programas académicos que apoyan la misión del Centro para reforzar dichos temas en las Américas. El Profesor Pat Paterson, continúo con una presentación en derechos humanos y la ley humanitaria, el cual explicó las diferencias entre estos dos conceptos. Así mismo, participo en un debate con los invitados sobre el espectro del conflicto de la paz hacia la guerra total. Posteriormente, el Dr. Boris Saavedra dirigió una discusión sobre los desafíos de la seguridad cibernética. Dr. Saavedra enfatizo en la importancia de considerar la seguridad cibernética en la planificación de la seguridad nacional y la cooperación de todo el gobierno junto con el sector privado para proteger la infraestructura critica. Los participantes hicieron preguntas y dieron sus comentarios después de las presentaciones de cada profesor.
